This is one of the reasons why I loved this second chapter much more than the first (which they still recognize the historical merits of). In "The gambler" Mabuse is "just" a criminal genius: it is very fascinating because it is the first example of this type of character in cinema (and in general the film is probably the first true modern noir), but I think that Lang himself perfected and improved this type of character with the villain Nemo in his "Snitch". On the contrary, here Mabuse aims for world domination not for his own gain, but to undermine society with seemingly senseless actions (forcing people to commit suicide through blackmail, destroying the value of money through fake money) and then conquering it with fear and madness. He's a more unique and diabolical character, and I find the "Mabuse may die, but unfortunately his ideas will be carried on by others" theme (a blatant metaphor for Hitler) immensely fascinating. I also appreciated the fact that it remains ambiguous whether Mabuse actually hypnotized Baum or whether the latter simply got carried away by the doctor's madness.

The costuming is brilliant all the way through this film. The dancing, not so much. Hutsul dance is the most complex of all the Balkan dances. This scene merely shows off the wonderful costuming, but I guess it would have been hard to show the complexity of the dances. The music is amazing and authentic. I understand that they used the Ukrainian language-the Hutsul dialect. Thanks to Parajanov for showing us the Hutsuls and their culture.

It's not correct that "Das Testament des Dr. Mabuse" is the only film in which we can hear the voice of Rudolf Klein-Rogge. He made numerous sound films until 1942, but he mostly played supporting roles. His voice was anything but fascinating: rather high-pitched and not sonorous. Klein-Rogge's fascinating, demonic charisma would be ruined if his voice could be heared in his famous silent movies. I have the suspicion that we don't hear his voice in this scene at all because it's not very similar to how he normally spoke. I assume that master director Fritz Lang had either changed Klein-Rogges original voice technically or that he himself spoke these famous words about the "reign of crime" because the voice is very similar to Lang's greeting words for a record made to promote his masterpiece "Metropolis" in 1927.

I would like to know more about that Metropolis promotion record you mentioned. Also, I have seen a lot of Fritz Lang interview content and watched Le Mépris countless times. I cannot imagine that the _Herrschaft des Verbrechens_ speech is actually spoken by him, whom I have never heard speaking a standard German sentence instead of his natural Viennese dialect of Austrian German. Man, even his French and English is clearly Viennese-coloured.
